MWIP Incubation Charter
Purpose
MWIP Core standardizes portable world discovery, capability classes and safety posture. It enables worlds to interoperate without making MiteClaw, or any vendor, a mandatory control plane.
Scope
The Core may define manifest semantics, versioning, conformance, extension namespaces, evidence references and safe refusal states. It does not define transports, identity providers, payment, database policy, tenant models or execution workers.
Governance during incubation
Changes use public-style RFC review, maintainer decision records and semantic versioning. Core changes require two maintainers and a documented compatibility assessment. A public governance body is required before the project claims open-standard status.
Success gates
Incubation completes when Core schemas and fixtures are stable, a deterministic conformance runner exists, four reference worlds pass C0/C1, and at least two independent external implementers are engaged before public-standard positioning.
